How Community Action Agencies Can Help

Over the past year, there have been updates on how/when Indiana (and the country) will start the process of “unwinding” the continuous Medicaid coverage that occurred as a result of the pandemic. Continuous Medicaid coverage will end on March 31, 2023, and the Public Health Emergency will end on May 11, 2023. 

It is estimated that close to 500,000 Hoosiers may lose their coverage during this transition. However, with help from all of us, this negative impact can be minimized. 

IHCDA is presenting a webinar about how community action can help Hoosiers hold on to their Medicaid coverage as Indiana FSSA officially puts its plans in action. In addition, an overview of a toolkit designed to help organizations like CAAs with this process will be provided.

Tina Darling – Since September 2021, Tina has managed Indiana’s Community Services Block Grant funding for the state’s 22 community action agencies. Prior to this, she spent nearly 30 years in healthcare administration and program management at the Indiana University School of Medicine, the Indiana University School of Nursing, Sigma Theta Tau International Honor Society of Nursing, the Indiana Primary Health Care Association and the Indiana Rural Health Association. Her work has centered on producing professional education for healthcare providers, increasing access to healthcare, and improving health outcomes for Hoosiers statewide. Tina holds bachelor’s and master’s degrees, and a Certificate in Public Management from the O’Neill School of Public and Environmental Affairs at Indiana University. She is also a licensed Indiana Health Insurance Navigator. 

Susan Jo Thomas - Susan Jo has been a supporter of the CKF organization since the creation of the Robert Wood Johnson initiative. She was closely involved with the Central Indiana CKF Coalition and had served on the Board for Covering Kids & Families of Indiana since 2006. Prior to this position, Susan Jo worked for Social Interest Solutions, a not-for-profit technology company based in Sacramento, California. Before SIS, Susan worked for 22 years at Health and Hospital Corporation of Marion County. While at HHC, Ms. Thomas implemented and managed programs to maximize financial benefit to the institution while ensuring patients received all services and benefits for which they qualified. In addition to her “day job”, Susan Jo was an addictions counselor and an adjunct faculty member of several local universities. Ms. Thomas earned a B.A. in Political Science, Women’s Studies and Afro-American Studies at Indiana University. She also completed a Doctor of Jurisprudence and a Master of Social Work from Indiana University. Susan Jo is a Licensed Clinical Social Worker. Susan Jo serves on the board of the Indiana Public Health Association (IPHA), the Indiana Rural Health Association (IRHA), and Prosperity Indiana (PI). 

Ann McCafferty - Ann McCafferty, a lifetime Hoosier, has worked in healthcare for over twenty years in both the private and public healthcare sector. Believing in equal access to healthcare, Ann is a passionate advocate for eliminating disparities that exist for various socioeconomic, ethnic, and racial groups. Ann serves as the director of the Indiana Rural Health Association’s Connecting Kids to Coverage-Indiana (CKC-IN) program. The CKC-IN program, along with statewide partners, provide health coverage assistance to Indiana residents and families to apply, enroll, and renew eligible children, parents, and pregnant individuals in Medicaid and the Children’s Health Insurance Program (CHIP). Ann is an Indiana Department of Insurance (IDOI) licensed health coverage navigator; a Centers for Medicaid and Medicare Services Certified Affordable Care Act Exchange Application Counselor and an IDOI State Health Insurance Program Eligibility Specialist. Ann is also certified as a community health worker.
