Family Friendly: House bill strengthens bridge to self-sufficiency

"Welfare reformers had the right idea in creating child care vouchers to help young parents return to work and school. But they stumbled in implementation with rules that dump families off the program with even a small increase in pay.
"House Bill 1616, approved unanimously by the full House Wednesday, eliminates the disincentive to work hard and earn more. It expands eligibility to allow families to continue receiving vouchers while earning up to 250 percent of the federal poverty line."
